Canada's land of unicorns

Follow the data on business investment in research and development and you'd think Canada's innovation system might be barren. Yet instead, Canada’s innovation system seems to have its stride: new highs in VC financing, a series of successful IPO’s and the creation of a half-dozen new tech unicorns.

What's behind these new highs in Canada's tech ecosystem? In this short paper I follow the trail of a decade + of government policy - both Federal and Provincial - and interview several of the main players, to highlight how today's (2021) success has its roots in policy efforts that began around the time of the financial crisis in 2008 and 2009.
